Narrative:

I was the PIC of a PA31-350 on an IFR flight plan operating a passenger flight under 14 crash fire rescue equipment part 135. After taxiing to bvi runway 28 for departure, ATC issued an IFR release and takeoff clearance. While taxiing across the hold lines, ATC canceled our takeoff clearance and instructed us to hold our position. We then noticed a piper tomahawk turning base to final at approximately 2 mi. When the tomahawk was approximately 150 ft AGL, the tower supervisor canceled the tomahawk's landing clearance and issued go around instructions, citing the reason as a navajo crossing the hold lines. This runway incursion was induced by ATC as a result of their inability to establish and maintain adequate aircraft separation.

Narrative: I WAS THE PIC OF A PA31-350 ON AN IFR FLT PLAN OPERATING A PAX FLT UNDER 14 CFR PART 135. AFTER TAXIING TO BVI RWY 28 FOR DEP, ATC ISSUED AN IFR RELEASE AND TKOF CLRNC. WHILE TAXIING ACROSS THE HOLD LINES, ATC CANCELED OUR TKOF CLRNC AND INSTRUCTED US TO HOLD OUR POS. WE THEN NOTICED A PIPER TOMAHAWK TURNING BASE TO FINAL AT APPROX 2 MI. WHEN THE TOMAHAWK WAS APPROX 150 FT AGL, THE TWR SUPVR CANCELED THE TOMAHAWK'S LNDG CLRNC AND ISSUED GAR INSTRUCTIONS, CITING THE REASON AS A NAVAJO XING THE HOLD LINES. THIS RWY INCURSION WAS INDUCED BY ATC AS A RESULT OF THEIR INABILITY TO ESTABLISH AND MAINTAIN ADEQUATE ACFT SEPARATION.
