Narrative:

Shortly after departure, the F18 declared an emergency having lost all primary flight instruments. The airport emergency phone system was activated to advise arff personnel. The emergency phone system rings in several locations, one or more of which went unanswered for the duration of the call, making communication of the emergency situation very difficult and time consuming. This problem has been ongoing and has been reported to the FAA and peterson AFB personnel numerous times. To date, the problem remains unresolved in spite of the attempts to fix it. Callback conversation with reporter revealed the following information: reporter advised 2 ucr's have been filed in 2 yrs, in an attempt to resolve the existing communication equipment problem. The city of colorado springs is in the process of converting peterson AFB to city control. The principal equipment problem was an overriding, audible interference rings as coordination was being conducted with other emergency crews who answered their call rings. The reporter advised that this old system was taken OTS recently and the tower was provided a speed dial telephone company drop to crash fire rescue equipment and an FM transceiver was provided to further coordination with other milfac's responsible for crash fire rescue equipment. All crash fire rescue equipment response is currently assumed by the military.

Title: COS CTLR CONCERNED WITH INTERFAC ARPT EMER COORD CAPABILITIES.

Narrative: SHORTLY AFTER DEP, THE F18 DECLARED AN EMER HAVING LOST ALL PRIMARY FLT INSTS. THE ARPT EMER PHONE SYS WAS ACTIVATED TO ADVISE ARFF PERSONNEL. THIS PROB HAS BEEN ONGOING AND HAS BEEN RPTED TO THE FAA AND PETERSON AFB PERSONNEL NUMEROUS TIMES. TO DATE, THE PROB REMAINS UNRESOLVED IN SPITE OF THE ATTEMPTS TO FIX IT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADVISED 2 UCR'S HAVE BEEN FILED IN 2 YRS, IN AN ATTEMPT TO RESOLVE THE EXISTING COM EQUIP PROB.
