Narrative:

Given clearance 'heading 020 degrees, descend to 2000 ft' readback. Both pilots confirmed altitude. Questioned controller at 2700 ft about low altitude. He said climb to 3000 ft, said he gave us 4000 ft. Turned us over to final controller. Nothing else said. Controller confused us with another aircraft.
