Narrative:

We were IFR climbing on the scapose 3 departure 4 mi north of hillsboro. We were at 2800 ft and had a C172 come with 40 ft of hitting us in the right side of our plane and portland approach said they never even saw the plane on radar. We have to get better radar coverage or there will be a midair collision in the hillsboro area. You cannot let IFR planes go on a SID without radar coverage for the first 3000 ft.

WE HAVE TO GET BETTER RADAR COVERAGE OR THERE WILL BE A MIDAIR COLLISION IN THE HILLSBORO AREA. YOU CANNOT LET IFR PLANES GO ON A SID WITHOUT RADAR COVERAGE FOR THE FIRST 3000 FT.
