Narrative:

While climbing out of south bend, ZAU cleared us to 9000 ft. I had the TCASII page up on my EFIS display and noticed a target at 9000 ft on our flight path. I continued to monitor the target and at 8000 ft I informed the captain. He disengaged the autoplt and at 8100 ft the TCASII announced 'traffic, traffic' a TA. In the next second, the TCASII switched to an RA and commanded us to descend, which we did. At that time ZAU cleared us to climb to 15000 ft right through the traffic. I then spotted the traffic, which we stayed visually clear of. I then asked center if they had him on radar and he told us no. He said that approach (south bend?) had him on radar but was not talking to him.

Title: CL65 CREW HAD TCASII RA IN ZAU CLASS E AIRSPACE.

Narrative: WHILE CLBING OUT OF SOUTH BEND, ZAU CLRED US TO 9000 FT. I HAD THE TCASII PAGE UP ON MY EFIS DISPLAY AND NOTICED A TARGET AT 9000 FT ON OUR FLT PATH. I CONTINUED TO MONITOR THE TARGET AND AT 8000 FT I INFORMED THE CAPT. HE DISENGAGED THE AUTOPLT AND AT 8100 FT THE TCASII ANNOUNCED 'TFC, TFC' A TA. IN THE NEXT SECOND, THE TCASII SWITCHED TO AN RA AND COMMANDED US TO DSND, WHICH WE DID. AT THAT TIME ZAU CLRED US TO CLB TO 15000 FT RIGHT THROUGH THE TFC. I THEN SPOTTED THE TFC, WHICH WE STAYED VISUALLY CLR OF. I THEN ASKED CTR IF THEY HAD HIM ON RADAR AND HE TOLD US NO. HE SAID THAT APCH (SOUTH BEND?) HAD HIM ON RADAR BUT WAS NOT TALKING TO HIM.
