Narrative:

Left environmental control system had a duct fail on landing at maintenance base of dca. No spare parts were available, so maintenance deferred the left environmental control system. We were running late so we started boarding while maintenance completed the paperwork. Upon arrival at new york, I discovered that the MEL had not been recorded on the flight release as is company procedure. This should not have happened if maintenance had communicated with flight control to have it added to the release and if I had done a more thorough job checking the release for errors.

Title: A LIGHT TRANSPORT LOW WING TURBOPROP WAS DISPATCHED IN NON COMPLIANCE WITH THE L PACK DEFERRED INOP, BUT ITEM DID NOT APPEAR ON THE MAINT RELEASE.

Narrative: L ENVIRONMENTAL CTL SYS HAD A DUCT FAIL ON LNDG AT MAINT BASE OF DCA. NO SPARE PARTS WERE AVAILABLE, SO MAINT DEFERRED THE L ENVIRONMENTAL CTL SYS. WE WERE RUNNING LATE SO WE STARTED BOARDING WHILE MAINT COMPLETED THE PAPERWORK. UPON ARR AT NEW YORK, I DISCOVERED THAT THE MEL HAD NOT BEEN RECORDED ON THE FLT RELEASE AS IS COMPANY PROC. THIS SHOULD NOT HAVE HAPPENED IF MAINT HAD COMMUNICATED WITH FLT CTL TO HAVE IT ADDED TO THE RELEASE AND IF I HAD DONE A MORE THOROUGH JOB CHKING THE RELEASE FOR ERRORS.
