Narrative:

Unscheduled emergency medical service flight into temporary flight restr area jun/fri/00. XA21 hours local. (Estimated penetration distance 400 meters.) flight was under lifeguard ab call sign. Flight was terminated at ZZZ hospital prior to coordination could be completed. Recommendation: be prepared to issue blanket clrncs to lifeguard aircraft requiring flight into temporary restr areas. Flight coordination was to be completed by both combined communications (dispatch) and the pilot due to the short nature (7 mins) of the flight. There was not sufficient time to coordinate entry into the 1.5 NM, 1500 ft AGL area in ZZZ. This exclusion area included 4 roof top helipads, of which 2 are major trauma ctrs. During flight, communications with ZZZ tower, dispatch, and local traffic had to be established. Estimated incursion was 400 meters. Pilot believed himself to be just outside of the temporary restr MEA by 1 city block, and used a traffic pattern away from the exclusion area for approach and landing. Callback conversation with reporter revealed the following information: reporter stated that the temporary restr was established briefly for vip purpose and NOTAM was carried only locally of which he had not read since his company subscribes to a national NOTAM service which did not include that NOTAM. Therefore, he learned that he will check with local NOTAMS in the future instead of relying only on the commercial service. He did not hear anything from the FAA, ATC, or FSDO regarding this event. He believed that since his flight was so close to the border, it did not cause interference with the planned temporary restr area.

DURING FLT, COMS WITH ZZZ TWR, DISPATCH, AND LCL TFC HAD TO BE ESTABLISHED. ESTIMATED INCURSION WAS 400 METERS. PLT BELIEVED HIMSELF TO BE JUST OUTSIDE OF THE TEMPORARY RESTR MEA BY 1 CITY BLOCK, AND USED A TFC PATTERN AWAY FROM THE EXCLUSION AREA FOR APCH AND LNDG. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE TEMPORARY RESTR WAS ESTABLISHED BRIEFLY FOR VIP PURPOSE AND NOTAM WAS CARRIED ONLY LOCALLY OF WHICH HE HAD NOT READ SINCE HIS COMPANY SUBSCRIBES TO A NATIONAL NOTAM SVC WHICH DID NOT INCLUDE THAT NOTAM. THEREFORE, HE LEARNED THAT HE WILL CHK WITH LCL NOTAMS IN THE FUTURE INSTEAD OF RELYING ONLY ON THE COMMERCIAL SVC. HE DID NOT HEAR ANYTHING FROM THE FAA, ATC, OR FSDO REGARDING THIS EVENT. HE BELIEVED THAT SINCE HIS FLT WAS SO CLOSE TO THE BORDER, IT DID NOT CAUSE INTERFERENCE WITH THE PLANNED TEMPORARY RESTR AREA.
