Narrative:

Air carrier X cleared to land lga. Air carrier Y cleared for takeoff on crossing runway. Air carrier Y, taking off, delayed roll until a potential conflict developed between air carrier X and air carrier Y. Tower requested air carrier Y on runway to 'roll' and reclred air carrier X to land. At 100 ft on approach, saw air carrier Y enter intersection approximately 2000 ft from landing area. Uneventful landing and takeoff. Air carrier Y should have been advised to abort takeoff after lengthy delay rolling.

Narrative: ACR X CLRED TO LAND LGA. ACR Y CLRED FOR TKOF ON XING RWY. ACR Y, TAKING OFF, DELAYED ROLL UNTIL A POTENTIAL CONFLICT DEVELOPED BTWN ACR X AND ACR Y.
