Narrative:

We were air carrier X flying tlh to atl. Winds were calm, visibility 8 NM, clear skies, temperature 22 degrees, dewpoint 22 degrees. We rounded the corner and switched to tower frequency short of runway 27. Tower asked if we were ready for takeoff, we said yes, and he cleared us for an immediate takeoff because he said he had someone on 3 mi final to land behind us. We rolled onto the runway 27 and finished the final items of the before takeoff checklist. The aircraft on final runway 27 asked for s-turns and someone keyed the microphone and said 'go' as I pushed up the throttles. We began rolling, maintaining runway heading, climbing to 10000 ft. I engaged the toga button and the throttles went up to reduced 35 power. Takeoff weight was such that we could do a reduced, not full power takeoff. The captain called out traffic at 11 O'clock position landing runway 36. I continued to rotate when we both noticed the C172 was going to be a conflict. I began to increase pitch to increase the miss distance and the tower asked the C172 2 times if he had us in sight. There was no response. The captain and I noticed that the C172 looked as though he leveled off and even started a small climb. I continued to increase the pitch to 20 degrees nose up. We still had landing gear hanging. Everything happened so fast we did not have time to raise the gear. The captain watched the C172 go underneath and said we missed by 400-500 ft. The C172 passed underneath and the captain let me know I could decrease pitch angle. We never got a TCASII because it is inhibited below 500 ft. The tower was a bit dumbfounded and never let us know about the traffic on runway 36 any time during the takeoff. We filed a company report along with the NASA report. Supplemental information from acn 477323: a traffic conflict took place on departure from tlh between a light single engine cessna (C172?) and our aircraft (air carrier X). Little, if any, separation would have occurred except our aircraft was accelerated vertically to ensure positive separation. Tower had asked if we were ready for takeoff. We replied that we were. He cleared us for an immediate takeoff and indicated that he had traffic on a 3 mi final for the same runway. In conversation, the tower agreed that separation was marginal for the 2 aircraft.

TWR ASKED IF WE WERE READY FOR TKOF, WE SAID YES, AND HE CLRED US FOR AN IMMEDIATE TKOF BECAUSE HE SAID HE HAD SOMEONE ON 3 MI FINAL TO LAND BEHIND US. WE ROLLED ONTO THE RWY 27 AND FINISHED THE FINAL ITEMS OF THE BEFORE TKOF CHKLIST. THE ACFT ON FINAL RWY 27 ASKED FOR S-TURNS AND SOMEONE KEYED THE MIKE AND SAID 'GO' AS I PUSHED UP THE THROTTLES. WE BEGAN ROLLING, MAINTAINING RWY HDG, CLBING TO 10000 FT. I ENGAGED THE TOGA BUTTON AND THE THROTTLES WENT UP TO REDUCED 35 PWR. TKOF WT WAS SUCH THAT WE COULD DO A REDUCED, NOT FULL PWR TKOF. THE CAPT CALLED OUT TFC AT 11 O'CLOCK POS LNDG RWY 36. I CONTINUED TO ROTATE WHEN WE BOTH NOTICED THE C172 WAS GOING TO BE A CONFLICT. I BEGAN TO INCREASE PITCH TO INCREASE THE MISS DISTANCE AND THE TWR ASKED THE C172 2 TIMES IF HE HAD US IN SIGHT. THERE WAS NO RESPONSE. THE CAPT AND I NOTICED THAT THE C172 LOOKED AS THOUGH HE LEVELED OFF AND EVEN STARTED A SMALL CLB. I CONTINUED TO INCREASE THE PITCH TO 20 DEGS NOSE UP. WE STILL HAD LNDG GEAR HANGING. EVERYTHING HAPPENED SO FAST WE DID NOT HAVE TIME TO RAISE THE GEAR. THE CAPT WATCHED THE C172 GO UNDERNEATH AND SAID WE MISSED BY 400-500 FT. THE C172 PASSED UNDERNEATH AND THE CAPT LET ME KNOW I COULD DECREASE PITCH ANGLE. WE NEVER GOT A TCASII BECAUSE IT IS INHIBITED BELOW 500 FT. THE TWR WAS A BIT DUMBFOUNDED AND NEVER LET US KNOW ABOUT THE TFC ON RWY 36 ANY TIME DURING THE TKOF. WE FILED A COMPANY RPT ALONG WITH THE NASA RPT. SUPPLEMENTAL INFO FROM ACN 477323: A TFC CONFLICT TOOK PLACE ON DEP FROM TLH BTWN A LIGHT SINGLE ENG CESSNA (C172?) AND OUR ACFT (ACR X). LITTLE, IF ANY, SEPARATION WOULD HAVE OCCURRED EXCEPT OUR ACFT WAS ACCELERATED VERTLY TO ENSURE POSITIVE SEPARATION. TWR HAD ASKED IF WE WERE READY FOR TKOF. WE REPLIED THAT WE WERE. HE CLRED US FOR AN IMMEDIATE TKOF AND INDICATED THAT HE HAD TFC ON A 3 MI FINAL FOR THE SAME RWY. IN CONVERSATION, THE TWR AGREED THAT SEPARATION WAS MARGINAL FOR THE 2 ACFT.
