Narrative:

Departing runway 1 at dca, WX VFR with 8 mi visibility, 2000 ft scattered, 3500 ft broken, thunderstorms and rainshowers in vicinity. Followed VFR departure procedure. Captain advised he had river in sight at all times. Departure control gave 2 headings to the west to avoid P56 area (naval observatory), but we were over river as per VFR departure procedure. P56 was not violated, but controller seemed very concerned about our proximity to it.

Title: CTLR VECTORS ACR ON DEP FROM DCA TO AVOID PROHIBITED AREA P-56.

Narrative: DEPARTING RWY 1 AT DCA, WX VFR WITH 8 MI VISIBILITY, 2000 FT SCATTERED, 3500 FT BROKEN, TSTMS AND RAINSHOWERS IN VICINITY. FOLLOWED VFR DEP PROC. CAPT ADVISED HE HAD RIVER IN SIGHT AT ALL TIMES. DEP CTL GAVE 2 HEADINGS TO THE W TO AVOID P56 AREA (NAVAL OBSERVATORY), BUT WE WERE OVER RIVER AS PER VFR DEP PROC. P56 WAS NOT VIOLATED, BUT CTLR SEEMED VERY CONCERNED ABOUT OUR PROX TO IT.
