Narrative:

I was returning from a flight to oklahoma city and approaching to land at grand lake regional. I called for an airport advisory about 10 mi from the airport as I do most of the time. I was given the winds and altitude setting and proceeded to approach the field. I called to make my intentions to land and the runway I would be using known. I was making a normal descent to the runway and as I was about to flare, a vehicle pulled on the runway. This car was coming from the new housing project at the south end of the field. Needless to say I was shocked and alarmed that this could happen, but after cleaning the mess in the seat I realized that it was just a matter of time before it happened to someone. Our airport, and I mean our because you are a public trust and it was taxpayer money that allowed the authority to be created which is being misused to put it bluntly. The runway is a driveway for the real estate development, future marina, and what ever other non airport activities that are going on. There is no fencing or other protection from traffic, whether automobile, motorcycle, bike, four wheeler, etc. Grand lake is known for people having a good time. There is nothing preventing the above vehicles or anything else from driving or walking to the runway. As a concerned pilot and citizen I request the action be taken to prevent this from happening. Callback conversation with reporter revealed the following information: the reporter stated grand lake regional (3o9) airport was once a private airport. After a resort and a very large lake was created, the land owners did not want the airport therefore the FAA took over with funding. With the funding, a fence was constructed around the airport. Property owners along one side of the runway, tore down some of the fencing to gain easy access to the other side of the airport. In many instances, the runway is being used as a road. The reporter said the airport can get quite busy, particularly on weekends with pilot training or fly-INS to the resort. Jet aircraft frequently use the airport, the largest being a falcon-20.

Title: PVT PLT AT 309, A CTAF ARPT, OBSERVED A CAR ENTER THE RWY WHILE HE WAS IN A LANDING FLARE.

NEEDLESS TO SAY I WAS SHOCKED AND ALARMED THAT THIS COULD HAPPEN, BUT AFTER CLEANING THE MESS IN THE SEAT I REALIZED THAT IT WAS JUST A MATTER OF TIME BEFORE IT HAPPENED TO SOMEONE. OUR ARPT, AND I MEAN OUR BECAUSE YOU ARE A PUBLIC TRUST AND IT WAS TAXPAYER MONEY THAT ALLOWED THE AUTHORITY TO BE CREATED WHICH IS BEING MISUSED TO PUT IT BLUNTLY. THE RWY IS A DRIVEWAY FOR THE REAL ESTATE DEVELOPMENT, FUTURE MARINA, AND WHAT EVER OTHER NON AIRPORT ACTIVITIES THAT ARE GOING ON. THERE IS NO FENCING OR OTHER PROTECTION FROM TFC, WHETHER AUTOMOBILE, MOTORCYCLE, BIKE, FOUR WHEELER, ETC. GRAND LAKE IS KNOWN FOR PEOPLE HAVING A GOOD TIME. THERE IS NOTHING PREVENTING THE ABOVE VEHICLES OR ANYTHING ELSE FROM DRIVING OR WALKING TO THE RWY. AS A CONCERNED PLT AND CITIZEN I REQUEST THE ACTION BE TAKEN TO PREVENT THIS FROM HAPPENING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED GRAND LAKE REGIONAL (3O9) ARPT WAS ONCE A PVT ARPT. AFTER A RESORT AND A VERY LARGE LAKE WAS CREATED, THE LAND OWNERS DID NOT WANT THE ARPT THEREFORE THE FAA TOOK OVER WITH FUNDING. WITH THE FUNDING, A FENCE WAS CONSTRUCTED AROUND THE ARPT. PROPERTY OWNERS ALONG ONE SIDE OF THE RWY, TORE DOWN SOME OF THE FENCING TO GAIN EASY ACCESS TO THE OTHER SIDE OF THE ARPT. IN MANY INSTANCES, THE RWY IS BEING USED AS A ROAD. THE RPTR SAID THE ARPT CAN GET QUITE BUSY, PARTICULARLY ON WEEKENDS WITH PLT TRAINING OR FLY-INS TO THE RESORT. JET ACFT FREQUENTLY USE THE ARPT, THE LARGEST BEING A FALCON-20.
