Narrative:

Dropped off passenger at cyyc, requested 125 gallons a side for repos flight to cyvr. While taxiing for departure, read fuel gauges incorrectly (saw what I wanted to see). While on SID into cyvr, noticed low fuel condition. I declared an emergency and was given straight-in to runway 12. Flight was operated under ce-560 single pilot waiver. Fuel received was 250 liters instead of 250 gallons. Check fuel gauges and receipt more carefully. I declared an emergency a bit prematurely, but in doing so, certainly prevented the situation from being a lot worse.
