Narrative:

While working as 'maintenance controller' for air carrier, I issued a special flight permit to ferry the aircraft from XXX to ZZZ. The aircraft had an elevator trim malfunction the night before, and the NTSB was notified per far's and air carrier flight operations procedures manual. After issuing the special flight permit, based on the advice and assurance of my manager and the air carrier quality assurance that it was 'ok to move the aircraft now,' I discovered that the NTSB had not released the aircraft as required by far's and air carrier flight operation procedures manual. The aircraft was ferried to ZZZ, where, to the best of my knowledge, repairs were made and the aircraft was returned to service. The cvr and fdr were removed from the aircraft per the far's and were sent to air carrier.

Title: A BEECH 1900D WAS DISPATCHED ON A MAINT FERRY BEFORE BEING RELEASED BY THE NTSB INVESTIGATING ELEVATOR TRIM PROBS.

Narrative: WHILE WORKING AS 'MAINT CTLR' FOR ACR, I ISSUED A SPECIAL FLT PERMIT TO FERRY THE ACFT FROM XXX TO ZZZ. THE ACFT HAD AN ELEVATOR TRIM MALFUNCTION THE NIGHT BEFORE, AND THE NTSB WAS NOTIFIED PER FAR'S AND ACR FLT OPS PROCS MANUAL. AFTER ISSUING THE SPECIAL FLT PERMIT, BASED ON THE ADVICE AND ASSURANCE OF MY MGR AND THE ACR QUALITY ASSURANCE THAT IT WAS 'OK TO MOVE THE ACFT NOW,' I DISCOVERED THAT THE NTSB HAD NOT RELEASED THE ACFT AS REQUIRED BY FAR'S AND ACR FLT OP PROCS MANUAL. THE ACFT WAS FERRIED TO ZZZ, WHERE, TO THE BEST OF MY KNOWLEDGE, REPAIRS WERE MADE AND THE ACFT WAS RETURNED TO SVC. THE CVR AND FDR WERE REMOVED FROM THE ACFT PER THE FAR'S AND WERE SENT TO ACR.
