Narrative:

Departed dca en route to jfk. After normal takeoff gear was retracted. After retraction nose gear remained in down and locked position. Decision was made to return into dca. Maintenance pulled a gear pin which stringer was rapped around a gear. During the preflight while inspecting the gear, I did not see the gear pin. The rain conditions could have caused me to miss the stringer for the gear pin. In conclusion my duties have had effected the outcome.
