Second scatter within 20 mins. No warning that this was about to happen. Still heavy traffic. Possible suspect was installation of pvd at position D-3. Do these things during slower times.

Narrative: SECOND SCATTER WITHIN 20 MINS. NO WARNING THAT THIS WAS ABOUT TO HAPPEN. STILL HVY TFC. POSSIBLE SUSPECT WAS INSTALLATION OF PVD AT POS D-3. DO THESE THINGS DURING SLOWER TIMES.
