Narrative:

DH6 handed off by approach as it left 10000 ft climbing (approach owns down to 10000 ft). At handoff was parallel airway/arrival. Advised B737 of DH6. Attempted to get approach to stop climb of DH6, but they thought he was on my frequency. I asked on frequency if DH6 was on, he advised out of 12000 ft. I saw him in left turn toward B737. Advised DH6 of B737, and he said turning left. B737 said stopping descent for RA. DH6 did not cross, but came less than .5 mi of airway. B737 climbed above 13000 ft, then saw DH6. Continued uneventful. Asking approach to restrict jump aircraft below center airspace until handoff accepted or traffic issued has been tried. Pilot does not accept restrs.

Narrative: DH6 HANDED OFF BY APCH AS IT LEFT 10000 FT CLBING (APCH OWNS DOWN TO 10000 FT). AT HDOF WAS PARALLEL AIRWAY/ARR. ADVISED B737 OF DH6. ATTEMPTED TO GET APCH TO STOP CLB OF DH6, BUT THEY THOUGHT HE WAS ON MY FREQ. I ASKED ON FREQ IF DH6 WAS ON, HE ADVISED OUT OF 12000 FT. I SAW HIM IN L TURN TOWARD B737. ADVISED DH6 OF B737, AND HE SAID TURNING L. B737 SAID STOPPING DSCNT FOR RA. DH6 DID NOT CROSS, BUT CAME LESS THAN .5 MI OF AIRWAY. B737 CLBED ABOVE 13000 FT, THEN SAW DH6. CONTINUED UNEVENTFUL. ASKING APCH TO RESTRICT JUMP ACFT BELOW CTR AIRSPACE UNTIL HDOF ACCEPTED OR TFC ISSUED HAS BEEN TRIED. PLT DOES NOT ACCEPT RESTRS.
