Narrative:

There were about 5 airplanes in the pattern at this time, and the controller was getting nervous, refusing some airplanes into the class D momentarily. On the downwind for runway 9L, we requested a full stop on runway 9R. Tower instructed us to 'continue.' we interpreted this as an acceptance to our request to switch runways. We proceeded to runway 9R. Just before turning final, we saw another airplane on an IFR flight plan on a straight in final. We took evasive action. 1) we misunderstood the meaning of the instruction 'continue.' 2) the controller was busy and forgot to keep an eye on us, especially since we requested a runway change.
