Narrative:

On IFR clearance, being vectored by ATC (ZMP) aircraft #2 appeared under our wing. No notice, no separation by ATC given from aircraft #2. Advised ATC, informed that they had #2 aircraft on radar, then informed a second blip had just appeared. Had we been 100 ft lower or other aircraft been 100 ft higher a collision would have resulted. He (aircraft #2) was climbing through our altitude (5000 ft MSL). I believe inattention by controller caused problem (near miss situation). Controller said they were (and had been seeing) 2 returns from our position, but not 2 distinct aircraft. Said our transponder was sending 2 returns, then changed to say that second aircraft was now there.

Title: NMAC BTWN A PIPER PA28 ARROW. LEVEL AT 5000 FT ON IFR FLT PLAN, AND AN UNKNOWN CESSNA CLBING THROUGH THE PIPER'S ALT. THE CESSNA WAS NOT OBSERVED BY ARTCC CTLR UNTIL IT HAD PASSED 100 FT BELOW THE PIPER.

HE (ACFT #2) WAS CLBING THROUGH OUR ALT (5000 FT MSL). I BELIEVE INATTENTION BY CTLR CAUSED PROB (NEAR MISS SIT). CTLR SAID THEY WERE (AND HAD BEEN SEEING) 2 RETURNS FROM OUR POS, BUT NOT 2 DISTINCT ACFT. SAID OUR XPONDER WAS SENDING 2 RETURNS, THEN CHANGED TO SAY THAT SECOND ACFT WAS NOW THERE.
