Narrative:

We were beginning the approach at midway airport. After receiving our final vector for the ILS runway 4R, we were cleared for the approach and told to contact the tower over ermin. Crossing ermin, we switched to tower. There were overlapping xmissions on the tower frequency, so it took a few seconds to report in. When we did make contact with tower, we were told 'cleared to land runway 4R.' the runway was in sight from outside of ermin. Our approach was stable and everything looked normal. Shortly after receiving the 100 ft callout, I saw a small twin engine aircraft in position on the runway. I called for and executed a 'go around.' we made a VFR left traffic pattern with no further problems. In reviewing the situation, I think the aircraft on the runway was very hard to see because it blended in with the runway lighting. I believe it was our landing lights that reflected off of the other aircraft, that allowed me to see it.

Title: ON SHORT FINAL AT 100 FT LNDG MDW RWY 4, B727 CREW OBSERVE AN AERO COMMANDER IN POS AND MADE A GAR.

Narrative: WE WERE BEGINNING THE APCH AT MIDWAY ARPT. AFTER RECEIVING OUR FINAL VECTOR FOR THE ILS RWY 4R, WE WERE CLRED FOR THE APCH AND TOLD TO CONTACT THE TWR OVER ERMIN. XING ERMIN, WE SWITCHED TO TWR. THERE WERE OVERLAPPING XMISSIONS ON THE TWR FREQ, SO IT TOOK A FEW SECONDS TO RPT IN. WHEN WE DID MAKE CONTACT WITH TWR, WE WERE TOLD 'CLRED TO LAND RWY 4R.' THE RWY WAS IN SIGHT FROM OUTSIDE OF ERMIN. OUR APCH WAS STABLE AND EVERYTHING LOOKED NORMAL. SHORTLY AFTER RECEIVING THE 100 FT CALLOUT, I SAW A SMALL TWIN ENG ACFT IN POS ON THE RWY. I CALLED FOR AND EXECUTED A 'GAR.' WE MADE A VFR L TFC PATTERN WITH NO FURTHER PROBS. IN REVIEWING THE SIT, I THINK THE ACFT ON THE RWY WAS VERY HARD TO SEE BECAUSE IT BLENDED IN WITH THE RWY LIGHTING. I BELIEVE IT WAS OUR LNDG LIGHTS THAT REFLECTED OFF OF THE OTHER ACFT, THAT ALLOWED ME TO SEE IT.
