Narrative:

In descent from altitude, passing 10000 ft, did not slow to 250 KTS. When cleared to descend from 14000 ft to 8000 ft, descent was started in vertical speed mode. Airspeed was set at 250 KTS and descent was set at 2500 FPM. Speed was 300 KTS. Approach gave a change of runway to runway 9L and the new runway was entered into the FMC. A new approach briefing was conducted. While all this was occurring, the aircraft descended below 10000 ft, and at approximately 9200 ft it was noted that airspeed was 283 KTS. The speed brakes were deployed. Descent continued and airspeed was slowed to 250 KTS by 8900 ft. PF let administrative duties interfere with his flying of aircraft. Situational awareness was momentarily low.

Title: ACR CREW FAILS TO SLOW TO 250 KTS BELOW 10000 FT.

Narrative: IN DSCNT FROM ALT, PASSING 10000 FT, DID NOT SLOW TO 250 KTS. WHEN CLRED TO DSND FROM 14000 FT TO 8000 FT, DSCNT WAS STARTED IN VERT SPD MODE. AIRSPD WAS SET AT 250 KTS AND DSCNT WAS SET AT 2500 FPM. SPD WAS 300 KTS. APCH GAVE A CHANGE OF RWY TO RWY 9L AND THE NEW RWY WAS ENTERED INTO THE FMC. A NEW APCH BRIEFING WAS CONDUCTED. WHILE ALL THIS WAS OCCURRING, THE ACFT DSNDED BELOW 10000 FT, AND AT APPROX 9200 FT IT WAS NOTED THAT AIRSPD WAS 283 KTS. THE SPD BRAKES WERE DEPLOYED. DSCNT CONTINUED AND AIRSPD WAS SLOWED TO 250 KTS BY 8900 FT. PF LET ADMINISTRATIVE DUTIES INTERFERE WITH HIS FLYING OF ACFT. SITUATIONAL AWARENESS WAS MOMENTARILY LOW.
