Narrative:

I was at the hold short line awaiting departure from runway 27L. A commuter aircraft passed to my left to gain access to the runway from an intersecting taxiway. In order to get around us the commuter aircraft taxied about 1/2 way between the taxiway centerline and taxiway edge line. In the process the commuter's wingtip came about 5 ft from the left cockpit window of my aircraft. He was moving at a speed that would have prohibited a stop had one been necessary. I was unaware that the commuter aircraft was attempting to pass me until he was well into the maneuver because we were monitoring a different frequency than the commuter. I feel the commuter's passing us was reckless and careless. I also don't think the tower controller at phl should have given them the option to try and pass us.

Title: DH8 ALMOST COLLIDED WITH A B737 WHILE PASSING AT PHL RWY 27L.

Narrative: I WAS AT THE HOLD SHORT LINE AWAITING DEP FROM RWY 27L. A COMMUTER ACFT PASSED TO MY L TO GAIN ACCESS TO THE RWY FROM AN INTERSECTING TXWY. IN ORDER TO GET AROUND US THE COMMUTER ACFT TAXIED ABOUT 1/2 WAY BTWN THE TXWY CTRLINE AND TXWY EDGE LINE. IN THE PROCESS THE COMMUTER'S WINGTIP CAME ABOUT 5 FT FROM THE L COCKPIT WINDOW OF MY ACFT. HE WAS MOVING AT A SPD THAT WOULD HAVE PROHIBITED A STOP HAD ONE BEEN NECESSARY. I WAS UNAWARE THAT THE COMMUTER ACFT WAS ATTEMPTING TO PASS ME UNTIL HE WAS WELL INTO THE MANEUVER BECAUSE WE WERE MONITORING A DIFFERENT FREQ THAN THE COMMUTER. I FEEL THE COMMUTER'S PASSING US WAS RECKLESS AND CARELESS. I ALSO DON'T THINK THE TWR CTLR AT PHL SHOULD HAVE GIVEN THEM THE OPTION TO TRY AND PASS US.
