Narrative:

Upon landing at the cys airport, I was instructed by tower to exit runway 30 at taxiway C and contact ground control. I exited runway 30 at taxiway C as instructed. Taxiway C is very short in length and I had taxied off taxiway C onto taxiway a where I stopped and tuned my radio to ground control frequency for further taxi instructions. But, before I keyed my microphone to speak. Ground control asked me if I was on frequency. I responded in the affirmative and ground control advised me I had been instructed to establish contact with ground control prior to taxi from taxiway C and then ground control cleared me to parking. There were no other aircraft moving on the airport at the time. At no time was the safety of any person or property in danger.

Title: A GA PLT TAXIES OFF ONE TXWY TO ANOTHER, PRIOR TO CONTACTING GND CTLR FOR CLRNC TO TAXI. THIS WAS NOT IN ACCORD WITH PROCS CTLRS DESIRE AT CYS, WY.

Narrative: UPON LNDG AT THE CYS ARPT, I WAS INSTRUCTED BY TWR TO EXIT RWY 30 AT TXWY C AND CONTACT GND CTL. I EXITED RWY 30 AT TXWY C AS INSTRUCTED. TXWY C IS VERY SHORT IN LENGTH AND I HAD TAXIED OFF TXWY C ONTO TXWY A WHERE I STOPPED AND TUNED MY RADIO TO GND CTL FREQ FOR FURTHER TAXI INSTRUCTIONS. BUT, BEFORE I KEYED MY MIKE TO SPEAK. GND CTL ASKED ME IF I WAS ON FREQ. I RESPONDED IN THE AFFIRMATIVE AND GND CTL ADVISED ME I HAD BEEN INSTRUCTED TO ESTABLISH CONTACT WITH GND CTL PRIOR TO TAXI FROM TXWY C AND THEN GND CTL CLRED ME TO PARKING. THERE WERE NO OTHER ACFT MOVING ON THE ARPT AT THE TIME. AT NO TIME WAS THE SAFETY OF ANY PERSON OR PROPERTY IN DANGER.
