Narrative:

I landed at frg on runway 14. After taxiing off the runway, I switched to ground (121.6). I was unable to contact ground (problem with the microphone switch). I returned to tower (118.8). The tower heard me (they said later), but did not respond. I returned back to the ground frequency. During this time I entered on to the active runway 19. I finally got in contact with ground and quickly exited the active runway. An aircraft took off on runway 19 and passed over me at a distance of 75-100 ft above. There was no danger of collision and the aircraft taking off did not have to change course or take any corrective action.

Title: A MOONEY PLT CROSSES ACTIVE RWY 19 WITHOUT CLRNC AFTER LNDG ON RWY 14 AT FRG, NY.

Narrative: I LANDED AT FRG ON RWY 14. AFTER TAXIING OFF THE RWY, I SWITCHED TO GND (121.6). I WAS UNABLE TO CONTACT GND (PROB WITH THE MIKE SWITCH). I RETURNED TO TWR (118.8). THE TWR HEARD ME (THEY SAID LATER), BUT DID NOT RESPOND. I RETURNED BACK TO THE GND FREQ. DURING THIS TIME I ENTERED ON TO THE ACTIVE RWY 19. I FINALLY GOT IN CONTACT WITH GND AND QUICKLY EXITED THE ACTIVE RWY. AN ACFT TOOK OFF ON RWY 19 AND PASSED OVER ME AT A DISTANCE OF 75-100 FT ABOVE. THERE WAS NO DANGER OF COLLISION AND THE ACFT TAKING OFF DID NOT HAVE TO CHANGE COURSE OR TAKE ANY CORRECTIVE ACTION.
