Narrative:

During climb out from bwi we were given a climb to 14000 ft. After receiving that clearance, we were then given a climb to FL230. Passing 17000 ft, ZDC asked us what altitude we were climbing to and when we responded FL230, they then said that we should not have been given that altitude. We then were given a new clearance to FL190.
