Narrative:
While taxing and obtaining flight following squawk, I was ordered to 'go to 2 and come up on 121.65.' I did so. Afterwards ATC said that I had not been cleared to cross runway 7 for runway 2. We disagree. Possibly the tape will show x-talk, stepped on xmissions, or misstatements by controller or pilot. I surely heard what I heard. I was in a long line of biz-jets and was #1 for the runway without the squawk. I was ordered to move to the next runway to clear runway 7 for takeoffs, while I waited for norfolk departure to assign a squawk.

Narrative: WHILE TAXING AND OBTAINING FLT FOLLOWING SQUAWK, I WAS ORDERED TO 'GO TO 2 AND COME UP ON 121.65.' I DID SO. AFTERWARDS ATC SAID THAT I HAD NOT BEEN CLRED TO CROSS RWY 7 FOR RWY 2.
