Narrative:

Original route of flight jax to dca. We were told by dispatcher to divert to bwi due to dca curfew. Informed ATC of new destination and received new route. PNF got 'out of the loop' momentarily to advise flight attendants and passenger of the changes. During this time ZDC told us to cross 75 mi south of ric at FL290. We were cruising at FL310. I programmed the crossing restr in the FMC and reset the altitude selector. PNF came back 'in the loop' and I briefed him of the restr. We were very busy making all the changes for the destination divert. ATC called us to see if we would make restr. We began immediate descent, but were still high over the crossing restr. Factors: long day fighting thunderstorms in jax, high workload at time of ATC request, 1 pilot out of loop momentarily, autoplt failure to descend properly task saturation in a small amount of time. No evasive action necessary and no known traffic conflict. Supplemental information from acn 470510: approximately 90 mi south of ric we were cleared to cross 75 mi south of ric at FL290.

Title: A B737-300 FLC FAILS TO MAKE AN ALT XING RESTR 75 MI S OF RIC, VA.

Narrative: ORIGINAL RTE OF FLT JAX TO DCA. WE WERE TOLD BY DISPATCHER TO DIVERT TO BWI DUE TO DCA CURFEW. INFORMED ATC OF NEW DEST AND RECEIVED NEW RTE. FACTORS: LONG DAY FIGHTING TSTMS IN JAX, HIGH WORKLOAD AT TIME OF ATC REQUEST, 1 PLT OUT OF LOOP MOMENTARILY, AUTOPLT FAILURE TO DSND PROPERLY TASK SATURATION IN A SMALL AMOUNT OF TIME.
