Narrative:

Location: vuz. Aircraft is not GPS equipped, but we were filed and flew a flight plan over jan VORTAC which was notamed off the air at our transit time. We did not notice the off air status until reaching vuz. We did not understand the NOTAM to mean that it was off the air. ATC gave us vectors, but aircraft that are not GPS equipped should apparently not be filed or rted over jan until may/fri/00. Supplemental information from acn 471007: was given direct jan. Should have noticed NOTAM on release.
