Narrative:

Controller told us to descend from FL330 to FL240. Upon reaching FL250, descent was shallowed, to level at FL240. Then a young lady told us to cross hoagi at 10000 ft 250 KTS, we had 25 mi. Captain said not enough room. She then gave us 110 degree heading to intercept the humble 305 degree radial, then captain again asked about speed (250 KTS). She said no problem, but now turn heading 080 degrees. All of her instructions came in 1 transmission. The 080 degree heading being last, was not heard by PF, remained on 110 degree heading. She asked why we weren't on 080 degree heading and captain said 'I guess we screwed up.' she told us to maintain 16000 ft and vectored us for 20 additional mins, when we could have accommodated her needs.

Title: ACR CREW MISSES A HDG CHANGE DURING VECTORS FOR ARR AT HOUSTON, TX. CTLR FOLLOWS UP WITH 20 EXTRA MINS OF VECTORING AS A PENALTY.

Narrative: CTLR TOLD US TO DSND FROM FL330 TO FL240. UPON REACHING FL250, DSCNT WAS SHALLOWED, TO LEVEL AT FL240. THEN A YOUNG LADY TOLD US TO CROSS HOAGI AT 10000 FT 250 KTS, WE HAD 25 MI. CAPT SAID NOT ENOUGH ROOM. SHE THEN GAVE US 110 DEG HDG TO INTERCEPT THE HUMBLE 305 DEG RADIAL, THEN CAPT AGAIN ASKED ABOUT SPD (250 KTS). SHE SAID NO PROB, BUT NOW TURN HDG 080 DEGS. ALL OF HER INSTRUCTIONS CAME IN 1 XMISSION. THE 080 DEG HDG BEING LAST, WAS NOT HEARD BY PF, REMAINED ON 110 DEG HDG. SHE ASKED WHY WE WEREN'T ON 080 DEG HDG AND CAPT SAID 'I GUESS WE SCREWED UP.' SHE TOLD US TO MAINTAIN 16000 FT AND VECTORED US FOR 20 ADDITIONAL MINS, WHEN WE COULD HAVE ACCOMMODATED HER NEEDS.
