Narrative:

Trees in the visual path between the tower and runway 30L continue to grow into and above the line of sight of the tower to see aircraft on base and final. Furthermore, trees in the line of sight for runway 04 final are doing the same. Becoming a critical safety issue. Callback conversation with reporter revealed the following information: reporter stated the trees situation has existed for a number of years and gets worse every year. Controllers cannot see traffic below 800 ft to almost the threshold. Cps tower does have a BRITE radar slaved from stl about 10 mi away. Mostly private property around the airport and owners are not very cooperative.
