Narrative:

On approach to cha at night, control indicated that the runway edge lights for runway 20 were out. All other lights (reils, centerline, approach) were functional, and then asked if we would like runway 20 or runway 15. As runway 20 was the longest and normal runway we chose it. At about 4 mi from touchdown, I asked approach control (who was working tower as well) to confirm we were cleared to land. He responded 'land at your discretion -- I'm unable to clear you with the edge lights out.' we landed as runway was clearly in sight, but I'd never heard the expression 'land at your discretion' before, and am unsure if there might be a legality problem. Will definitely be reviewing part 121 regulations on this one.

Title: ACR LANDS WITH REILS NOT AVAILABLE AT CHA WHEN ADVISED 'LAND AT YOUR DISCRETION' BY THE TWR.

Narrative: ON APCH TO CHA AT NIGHT, CTL INDICATED THAT THE RWY EDGE LIGHTS FOR RWY 20 WERE OUT. WE LANDED AS RWY WAS CLRLY IN SIGHT, BUT I'D NEVER HEARD THE EXPRESSION 'LAND AT YOUR DISCRETION' BEFORE, AND AM UNSURE IF THERE MIGHT BE A LEGALITY PROB. WILL DEFINITELY BE REVIEWING PART 121 REGS ON THIS ONE.
