Narrative:

Dispatched to aircraft for unrelated PIREP and PIREP stating 'power port cover missing 23A.' I saw unprotected power port feeder wire all along left and right cabin seat columns. I made maintenance entry and installed placard per MEL 25-25. This power port wiring -- as installed -- is subjected to chafing and abuse by under-seat baggage and by passenger. Hazards include 110V 400HZ electric shock and possible electrocution of passenger. Additionally, wiring cannot be subject to fluids as in seat tracks.
