Narrative:

On the leg between bikf and gander, the headwind component was much greater than forecast. Due to non mnps or rvsm certification FL280 was flight planned. With winds up to 179 KTS the flight became fuel critical at that altitude. It became an emergency request when flight into mnps was denied. Upon emergency status we climbed to FL410 above mnps and landed with the usual fuel reserves. No traffic conflicts were encountered and no other risks were necessary.

Title: WITHOUT RVSM OF MNPS CERTIFICATION A LEAR 36 PLT FINDS HIMSELF IN HIGH HEADWINDS NOT FORECAST AT LOW ALT AND SHORT OF FUEL. AN EMER IS DECLARED TO FACILITATE CLB ABOVE THE SPECIAL AIRSPACE RESULTING IN SUCCESSFUL FLT COMPLETION.

UPON EMER STATUS WE CLBED TO FL410 ABOVE MNPS AND LANDED WITH THE USUAL FUEL RESERVES. NO TFC CONFLICTS WERE ENCOUNTERED AND NO OTHER RISKS WERE NECESSARY.
