Narrative:

During descent on the sunss 2 arrival into phx, and descending to cross 'sunss at 11000 ft at 280 KTS' (altitude was currently 13000 ft MSL approximately), approach cleared us to descend to 8000 ft MSL and then slow to 220 KTS and flight heading 290 degrees for vectors into phx. Once at 8000 ft, approach radioed to ask what our altitude was, we responded 8000 ft, and he (approach) responded by saying that he assigned us 9000 ft, not 8000 ft. Both the captain and I confirmed that we heard 'descend to 8000 ft and then slow to 220 KTS.' once on the ground, we called approach control via telephone, who told us it was 'looked into' and 'no further action was being taken.'

Narrative: DURING DSCNT ON THE SUNSS 2 ARR INTO PHX, AND DSNDING TO CROSS 'SUNSS AT 11000 FT AT 280 KTS' (ALT WAS CURRENTLY 13000 FT MSL APPROX), APCH CLRED US TO DSND TO 8000 FT MSL AND THEN SLOW TO 220 KTS AND FLT HDG 290 DEGS FOR VECTORS INTO PHX. ONCE AT 8000 FT, APCH RADIOED TO ASK WHAT OUR ALT WAS, WE RESPONDED 8000 FT, AND HE (APCH) RESPONDED BY SAYING THAT HE ASSIGNED US 9000 FT, NOT 8000 FT. BOTH THE CAPT AND I CONFIRMED THAT WE HEARD 'DSND TO 8000 FT AND THEN SLOW TO 220 KTS.' ONCE ON THE GND, WE CALLED APCH CTL VIA TELEPHONE, WHO TOLD US IT WAS 'LOOKED INTO' AND 'NO FURTHER ACTION WAS BEING TAKEN.'
