Narrative:

We checked on and were acknowledged by ATC. We were at 6000 ft and 160 KTS and heading 185 degrees assigned by ATC. We were unable to contact approach on that frequency. We tried several times and were unable to. Other aircraft heard our calls and told ATC we were trying to call. We flew through the localizer on runway 8L and we saw another aircraft on TCASII, 2 mi away. And at our 12 O'clock position as we began to fly away from our traffic, I got a visual and that aircraft started a descending turn away from us. We contacted approach control on another frequency and were able to communicate with them. Although we could hear ATC on previous frequency and hear other aircraft talking and they could hear us taking, ATC did not hear us broadcast on their frequency. Our new approach controller heard our broadcast and we were able to land uneventfully. We called on the ground and talked to the supervisor with approach control and we were informed they had a position go down, and we were in radar contact and the other aircraft was aware of our position.

Title: EQUIP FAILURE CAUSES PROBS AT ATL, GA.

Narrative: WE CHKED ON AND WERE ACKNOWLEDGED BY ATC. WE WERE AT 6000 FT AND 160 KTS AND HDG 185 DEGS ASSIGNED BY ATC. WE WERE UNABLE TO CONTACT APCH ON THAT FREQ. WE TRIED SEVERAL TIMES AND WERE UNABLE TO. OTHER ACFT HEARD OUR CALLS AND TOLD ATC WE WERE TRYING TO CALL. WE FLEW THROUGH THE LOC ON RWY 8L AND WE SAW ANOTHER ACFT ON TCASII, 2 MI AWAY. AND AT OUR 12 O'CLOCK POS AS WE BEGAN TO FLY AWAY FROM OUR TFC, I GOT A VISUAL AND THAT ACFT STARTED A DSNDING TURN AWAY FROM US. WE CONTACTED APCH CTL ON ANOTHER FREQ AND WERE ABLE TO COMMUNICATE WITH THEM. ALTHOUGH WE COULD HEAR ATC ON PREVIOUS FREQ AND HEAR OTHER ACFT TALKING AND THEY COULD HEAR US TAKING, ATC DID NOT HEAR US BROADCAST ON THEIR FREQ. OUR NEW APCH CTLR HEARD OUR BROADCAST AND WE WERE ABLE TO LAND UNEVENTFULLY. WE CALLED ON THE GND AND TALKED TO THE SUPVR WITH APCH CTL AND WE WERE INFORMED THEY HAD A POS GO DOWN, AND WE WERE IN RADAR CONTACT AND THE OTHER ACFT WAS AWARE OF OUR POS.
