Narrative:

At approximately XA51 CST -- a flight attendant entered the cockpit to inform me that a passenger who had been boarded with supplemental oxygen was having difficulty breathing. I asked if the situation was deemed an emergency, and was told, not at this time. Our approximately position was in the vicinity of cvm. I asked the flight attendant to keep me informed and she left the flight deck. At this point I determined that, if needed, the most expedient medical attention would be through facilities at mex. A short while later, the flight attendant returned and said the passenger, ms X, was laying down, seemed to be doing better and had declined our offer to have paramedics meet the aircraft at arrival. At this point it was determined that ms X, who was traveling with her middle-aged daughter, was suffering from terminal cancer, and would be met at mex by her family who would then escort her to the hospital. The flight proceeded normally to mex. Airline personnel had been alerted to have a wheelchair immediately available and someone to personally escort her through mexican immigration and customs. Deplaning proceeded normally until her daughter said 'she needed assistance from a flight attendant.' she took a step or two, collapsed and passed out. Paramedics were immediately called. Deplaning proceeded normally. Paramedics arrived approximately 12-15 mins later and began life saving procedures on ms X. She did not respond, and was pronounced dead by doctor. He was assisted in his efforts by nurse. Paramedic covered the body with a blanket and left the aircraft. Airline personnel notified mexican auths for disposition of the body. About 45 mins later, 15 armed police arrived, escorting officials from the office of public ministry, coroner and paramedics. After asking a few cursory questions, such as who allowed this woman to travel, they ordered paramedics to remove the body. Once this was done, the airplane was cleared and the crew was allowed to proceed through immigration and customs.

I ASKED IF THE SIT WAS DEEMED AN EMER, AND WAS TOLD, NOT AT THIS TIME. OUR APPROX POS WAS IN THE VICINITY OF CVM. I ASKED THE FLT ATTENDANT TO KEEP ME INFORMED AND SHE LEFT THE FLT DECK. AT THIS POINT I DETERMINED THAT, IF NEEDED, THE MOST EXPEDIENT MEDICAL ATTN WOULD BE THROUGH FACILITIES AT MEX. A SHORT WHILE LATER, THE FLT ATTENDANT RETURNED AND SAID THE PAX, MS X, WAS LAYING DOWN, SEEMED TO BE DOING BETTER AND HAD DECLINED OUR OFFER TO HAVE PARAMEDICS MEET THE ACFT AT ARR. AT THIS POINT IT WAS DETERMINED THAT MS X, WHO WAS TRAVELING WITH HER MIDDLE-AGED DAUGHTER, WAS SUFFERING FROM TERMINAL CANCER, AND WOULD BE MET AT MEX BY HER FAMILY WHO WOULD THEN ESCORT HER TO THE HOSPITAL. THE FLT PROCEEDED NORMALLY TO MEX. AIRLINE PERSONNEL HAD BEEN ALERTED TO HAVE A WHEELCHAIR IMMEDIATELY AVAILABLE AND SOMEONE TO PERSONALLY ESCORT HER THROUGH MEXICAN IMMIGRATION AND CUSTOMS. DEPLANING PROCEEDED NORMALLY UNTIL HER DAUGHTER SAID 'SHE NEEDED ASSISTANCE FROM A FLT ATTENDANT.' SHE TOOK A STEP OR TWO, COLLAPSED AND PASSED OUT. PARAMEDICS WERE IMMEDIATELY CALLED. DEPLANING PROCEEDED NORMALLY. PARAMEDICS ARRIVED APPROX 12-15 MINS LATER AND BEGAN LIFE SAVING PROCS ON MS X. SHE DID NOT RESPOND, AND WAS PRONOUNCED DEAD BY DOCTOR. HE WAS ASSISTED IN HIS EFFORTS BY NURSE. PARAMEDIC COVERED THE BODY WITH A BLANKET AND LEFT THE ACFT. AIRLINE PERSONNEL NOTIFIED MEXICAN AUTHS FOR DISPOSITION OF THE BODY. AFTER ASKING A FEW CURSORY QUESTIONS, SUCH AS WHO ALLOWED THIS WOMAN TO TRAVEL, THEY ORDERED PARAMEDICS TO REMOVE THE BODY. ONCE THIS WAS DONE, THE AIRPLANE WAS CLRED AND THE CREW WAS ALLOWED TO PROCEED THROUGH IMMIGRATION AND CUSTOMS.
