Narrative:

When I took over for the afternoon shift, the morning guy told me of delay to fay due to a maintenance problem. For the next 30 mins I had a problem with the radar on my computer. I called our computer support and they sat down at my position and rebooted my computer. When my computer came back and was working again, I noticed that the flight that had taken a mechanical delay was airborne out of fay 1 hour 30 mins late, en route to clt. Also, another aircraft had taken off out of clt with the same call sign en route to roc. The 2 aircraft were off the ground only 1 min apart. One inbound to clt from fay and the other outbound from clt. I was never given any notice of another aircraft flying the second leg out of clt. Normally the computer gives us a message of an air conflict, but I received none until after the 2 aircraft were already in the air. We also have a graphic display on the computer of all the flts we are tracking at our desk, but this computer was being fixed due to a radar problem on that set. I immediately contacted clt approach and they told me to have the inbound flight add a 'west' to his flight number, which I did. I believe a better warning should be installed to help avoid air conflicts.

Title: AN FK100, FAY-CLT, IS DELAYED FOR 45 MINS. THE CONTINUATION FLT, ANOTHER FK100 ACFT, DEPARTS CLT ON TIME WITH THE SAME FLT NUMBER FOR ROC. RELIEVING DISPATCHER FINDS THIS OUT AS BOTH FLTS BECOME AIRBORNE AT THE SAME TIME.

Narrative: WHEN I TOOK OVER FOR THE AFTERNOON SHIFT, THE MORNING GUY TOLD ME OF DELAY TO FAY DUE TO A MAINT PROB. FOR THE NEXT 30 MINS I HAD A PROB WITH THE RADAR ON MY COMPUTER. I CALLED OUR COMPUTER SUPPORT AND THEY SAT DOWN AT MY POS AND REBOOTED MY COMPUTER. WHEN MY COMPUTER CAME BACK AND WAS WORKING AGAIN, I NOTICED THAT THE FLT THAT HAD TAKEN A MECHANICAL DELAY WAS AIRBORNE OUT OF FAY 1 HR 30 MINS LATE, ENRTE TO CLT. ALSO, ANOTHER ACFT HAD TAKEN OFF OUT OF CLT WITH THE SAME CALL SIGN ENRTE TO ROC. THE 2 ACFT WERE OFF THE GND ONLY 1 MIN APART. ONE INBOUND TO CLT FROM FAY AND THE OTHER OUTBOUND FROM CLT. I WAS NEVER GIVEN ANY NOTICE OF ANOTHER ACFT FLYING THE SECOND LEG OUT OF CLT. NORMALLY THE COMPUTER GIVES US A MESSAGE OF AN AIR CONFLICT, BUT I RECEIVED NONE UNTIL AFTER THE 2 ACFT WERE ALREADY IN THE AIR. WE ALSO HAVE A GRAPHIC DISPLAY ON THE COMPUTER OF ALL THE FLTS WE ARE TRACKING AT OUR DESK, BUT THIS COMPUTER WAS BEING FIXED DUE TO A RADAR PROB ON THAT SET. I IMMEDIATELY CONTACTED CLT APCH AND THEY TOLD ME TO HAVE THE INBOUND FLT ADD A 'W' TO HIS FLT NUMBER, WHICH I DID. I BELIEVE A BETTER WARNING SHOULD BE INSTALLED TO HELP AVOID AIR CONFLICTS.
