En route to philadelphia from atlanta one controller had given us 'cross 20 mi north of fak at FL290.' later we were handed to another controller, who did not re-issue the crossing restr. At 35 mi north of fak we realized we had not descended, requested a lower descent, and continued normally. Nothing was ever said to us by a controller about an altitude deviation.

Narrative: ENRTE TO PHILADELPHIA FROM ATLANTA ONE CTLR HAD GIVEN US 'CROSS 20 MI N OF FAK AT FL290.' LATER WE WERE HANDED TO ANOTHER CTLR, WHO DID NOT RE-ISSUE THE XING RESTR. AT 35 MI N OF FAK WE REALIZED WE HAD NOT DSNDED, REQUESTED A LOWER DSCNT, AND CONTINUED NORMALLY. NOTHING WAS EVER SAID TO US BY A CTLR ABOUT AN ALTDEV.
