Narrative:

We were on cargo ramp at lbb and requested taxi clearance. We were cleared to taxi to runway 17R. The only way to get to runway 17R full length is via intersection south which crosses runway 17R then intersects the parallel on the other side of the runway. We interpreted this clearance as a clearance to cross runway 17R at intersection south and taxi to runway 17R. As we crossed runway 17R, the ground controller called and advised us we just crossed the active runway. We said we were cleared to taxi to runway 17R, not hold short at intersection south or hold for intersection departure. Most cargo flts do use intersection south for departure, but for safety and since we blocked early, I wanted to use full runway. No further issue was made by ATC. I reported incident to company chief pilot on duty, who advised to file NASA report. He also said at previous company this was a problem at some airports and that a taxi clearance did not authority/authorized clearance to cross an active runway. I thought it did give clearance to cross all runways according to the aim. This point would be helpful if clarified further. Callback conversation with reporter revealed the following information: in a discussion with the captain, he stated that he had since reviewed procedures regarding taxi instructions and has a better understanding of the rules. He said his first officer had flown into an airport in south carolina with a similar taxiway route as the one in lbb. The controller there told the first officer that it was ok to cross the runway he was assigned.

WE INTERPRETED THIS CLRNC AS A CLRNC TO CROSS RWY 17R AT INTXN S AND TAXI TO RWY 17R. AS WE CROSSED RWY 17R, THE GND CTLR CALLED AND ADVISED US WE JUST CROSSED THE ACTIVE RWY. WE SAID WE WERE CLRED TO TAXI TO RWY 17R, NOT HOLD SHORT AT INTXN S OR HOLD FOR INTXN DEP. MOST CARGO FLTS DO USE INTXN S FOR DEP, BUT FOR SAFETY AND SINCE WE BLOCKED EARLY, I WANTED TO USE FULL RWY. THIS POINT WOULD BE HELPFUL IF CLARIFIED FURTHER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: IN A DISCUSSION WITH THE CAPT, HE STATED THAT HE HAD SINCE REVIEWED PROCS REGARDING TAXI INSTRUCTIONS AND HAS A BETTER UNDERSTANDING OF THE RULES. HE SAID HIS FO HAD FLOWN INTO AN ARPT IN SOUTH CAROLINA WITH A SIMILAR TXWY RTE AS THE ONE IN LBB. THE CTLR THERE TOLD THE FO THAT IT WAS OK TO CROSS THE RWY HE WAS ASSIGNED.
