Air carrier X was sbound on J79 climbing to FL390. Aircraft Y was northbound on J79 en route to bdl. Aircraft Y was given a descent to FL370 which would have taken him through air carrier X, separation was lost.

Narrative: ACR X WAS SBOUND ON J79 CLBING TO FL390. ACFT Y WAS NBOUND ON J79 ENRTE TO BDL. ACFT Y WAS GIVEN A DSCNT TO FL370 WHICH WOULD HAVE TAKEN HIM THROUGH ACR X, SEPARATION WAS LOST.
