Narrative:

First officer flying. We were given a clearance to cross morray at 4000 ft and call the field in sight. Both the first officer and I understood the clearance to read cross morray at or above 4000 ft. We crossed morray at 4700 ft. As we crossed the fix, the controller asked if we were going to make the restr. The controller seemed upset but when I asked if there was a conflict he said no. I think the reason for not understanding the clearance properly is because at that point in the approach we are used to hearing cross X at or above the assigned altitude, cleared for the ILS.

Title: ACR FLT FAILS TO MEET XING RESTR AT IAF.

Narrative: FO FLYING. WE WERE GIVEN A CLRNC TO CROSS MORRAY AT 4000 FT AND CALL THE FIELD IN SIGHT. BOTH THE FO AND I UNDERSTOOD THE CLRNC TO READ CROSS MORRAY AT OR ABOVE 4000 FT.
