Narrative:
On an NDB missed approach to runway 18 at sgt, the PF (captain) climbed through the 2000 ft missed initial altitude. I had made our 1000 ft to go and 200 ft to go calls, and at 2200 ft and climbing, I stated 'maintain 2000 ft.' I called lit approach to report the miss and 2000 ft. We were now climbing through 2400-2500 ft. I told the captain 'you must maintain 2000 ft. Get down, you've got to get down.' approach called to vector a right turn. I read back the vector as we climbed to 2800-2900 ft. I said 'you are almost 1000 ft high. You must descend to maintain 2000 ft.' I returned the call to 'maintain 2000 ft.' we were now at approximately 2950 ft and slowly descending. It took an additional 1+ mins to reach 2000 ft. We were then given a climb for continued vectoring to a successful second NDB approach. I was closely monitoring TCASII during this event. My opinion: cause -- poor flying skills. Solution: training and regimen.

I TOLD THE CAPT 'YOU MUST MAINTAIN 2000 FT. GET DOWN, YOU'VE GOT TO GET DOWN.' APCH CALLED TO VECTOR A R TURN. I READ BACK THE VECTOR AS WE CLBED TO 2800-2900 FT. I SAID 'YOU ARE ALMOST 1000 FT HIGH. YOU MUST DSND TO MAINTAIN 2000 FT.' I RETURNED THE CALL TO 'MAINTAIN 2000 FT.' WE WERE NOW AT APPROX 2950 FT AND SLOWLY DSNDING. IT TOOK AN ADDITIONAL 1+ MINS TO REACH 2000 FT. WE WERE THEN GIVEN A CLB FOR CONTINUED VECTORING TO A SUCCESSFUL SECOND NDB APCH. I WAS CLOSELY MONITORING TCASII DURING THIS EVENT. MY OPINION: CAUSE -- POOR FLYING SKILLS.
