Narrative:

Low level windshear, moderate turbulence. Low time first officer flying from right seat, 5000 ft descending to 4000 ft. My attention was diverted to a radio call to change frequency and go direct to sax VOR. First officer failed to level at 4000 ft. I took control at 3600 ft and leveled at 4000 ft, autoplt was not on. I should not have allowed low time pilot to fly in these WX conditions.
