Narrative:

At AB40 on jan/xa/00, I was PNF en route to phx from fmn. ZAB gave us a crossing restr of 11000 ft at tanto intersection, which is at 34 DME on the 015 degree radial off phx VOR on the fossil 4 arrival. My first officer, mr. X, was PF and failed to cross tanto at 11000 ft MSL. Instead we were still descending through 12400 ft at 32 DME when the approach controller queried us about our altitude. I also failed to notice that mr. X was not able to make the restr, and as such, failed to notify ATC of our impending deviation. The only other aircraft in the vicinity was a large air carrier aircraft descending above and slightly behind us, and our tcasi showed this aircraft to be 1900 ft above our aircraft when ATC queried us. ATC instructed us to hurry down to 11000 ft, which we proceeded to do. Contributing factors were mr X being new on line (less than 100 hours), and my being distraction by talking to our company on another frequency as we passed through tanto, too high.

Narrative: AT AB40 ON JAN/XA/00, I WAS PNF ENRTE TO PHX FROM FMN. ZAB GAVE US A XING RESTR OF 11000 FT AT TANTO INTXN, WHICH IS AT 34 DME ON THE 015 DEG RADIAL OFF PHX VOR ON THE FOSSIL 4 ARR. MY FO, MR. X, WAS PF AND FAILED TO CROSS TANTO AT 11000 FT MSL. INSTEAD WE WERE STILL DSNDING THROUGH 12400 FT AT 32 DME WHEN THE APCH CTLR QUERIED US ABOUT OUR ALT. I ALSO FAILED TO NOTICE THAT MR. X WAS NOT ABLE TO MAKE THE RESTR, AND AS SUCH, FAILED TO NOTIFY ATC OF OUR IMPENDING DEV. THE ONLY OTHER ACFT IN THE VICINITY WAS A LARGE ACR ACFT DSNDING ABOVE AND SLIGHTLY BEHIND US, AND OUR TCASI SHOWED THIS ACFT TO BE 1900 FT ABOVE OUR ACFT WHEN ATC QUERIED US. ATC INSTRUCTED US TO HURRY DOWN TO 11000 FT, WHICH WE PROCEEDED TO DO. CONTRIBUTING FACTORS WERE MR X BEING NEW ON LINE (LESS THAN 100 HRS), AND MY BEING DISTR BY TALKING TO OUR COMPANY ON ANOTHER FREQ AS WE PASSED THROUGH TANTO, TOO HIGH.
