Narrative:

Flying the glasr 3 arrival into sea, we were given a speed restr of 280 KTS. In level flight, we were later cleared down to FL240 and I began the descent. I got distraction with descent planning and preparations and the airspeed climbed to 29 KTS. ATC called and asked what our speed was, and the first officer who was handling the radios responded '290 KTS.' the controller angrily remarked that our speed had been restr to 280 KTS and to return to the assigned airspeed. This happened as we were passing through FL250 and to slow, I deployed the speed brake. This increased the descent rate. I then returned to retrieving approach plates and approach preparation and didn't notice that we had descended below our assigned altitude of FL240. I arrested the descent at FL235 and rapidly returned to FL240.

Title: F28 CREW HAD ALTDEV.

Narrative: FLYING THE GLASR 3 ARR INTO SEA, WE WERE GIVEN A SPD RESTR OF 280 KTS. IN LEVEL FLT, WE WERE LATER CLRED DOWN TO FL240 AND I BEGAN THE DSCNT. I GOT DISTR WITH DSCNT PLANNING AND PREPARATIONS AND THE AIRSPD CLBED TO 29 KTS. ATC CALLED AND ASKED WHAT OUR SPD WAS, AND THE FO WHO WAS HANDLING THE RADIOS RESPONDED '290 KTS.' THE CTLR ANGRILY REMARKED THAT OUR SPD HAD BEEN RESTR TO 280 KTS AND TO RETURN TO THE ASSIGNED AIRSPD. THIS HAPPENED AS WE WERE PASSING THROUGH FL250 AND TO SLOW, I DEPLOYED THE SPD BRAKE. THIS INCREASED THE DSCNT RATE. I THEN RETURNED TO RETRIEVING APCH PLATES AND APCH PREPARATION AND DIDN'T NOTICE THAT WE HAD DSNDED BELOW OUR ASSIGNED ALT OF FL240. I ARRESTED THE DSCNT AT FL235 AND RAPIDLY RETURNED TO FL240.
