Narrative:

On the loading form from ground personnel, it had 10 checked bags in the front cargo compartment and 20 checked bags in the rear compartment. Left iad without incident. Upon arrival, baggage handler in pit, PA, informed us that the cargo net that separates the front and rear cargo compartments was not put up by iad ground personnel. A quick count of unloaded bags on the ramp indicated more bags than were indicated on the load report by iad ground personnel. Even with the extra bags that were discovered we were within all aircraft limitations. I think this problem was caused by the iad ground personnel. Lack of training or falsifying the load report (making up the numbers instead of counting). The load shifted evenly between the front and rear cargo holds.

Title: DO328 PLT INFORMED ON ARR THAT BAGGAGE LOADING WAS DONE INCORRECTLY AT DEP STATION.

Narrative: ON THE LOADING FORM FROM GND PERSONNEL, IT HAD 10 CHKED BAGS IN THE FRONT CARGO COMPARTMENT AND 20 CHKED BAGS IN THE REAR COMPARTMENT. LEFT IAD WITHOUT INCIDENT. A QUICK COUNT OF UNLOADED BAGS ON THE RAMP INDICATED MORE BAGS THAN WERE INDICATED ON THE LOAD RPT BY IAD GND PERSONNEL. EVEN WITH THE EXTRA BAGS THAT WERE DISCOVERED WE WERE WITHIN ALL ACFT LIMITATIONS. I THINK THIS PROB WAS CAUSED BY THE IAD GND PERSONNEL. LACK OF TRAINING OR FALSIFYING THE LOAD RPT (MAKING UP THE NUMBERS INSTEAD OF COUNTING). THE LOAD SHIFTED EVENLY BTWN THE FRONT AND REAR CARGO HOLDS.
