Narrative:

Nose gear failed to retract. Upon takeoff from burbank en route to sjc, we did a normal takeoff. Once positive rate was achieved, we selected the gear handle up. We heard a strange silence, but felt/heard some movement. The main gear appeared to retract. After about 1 min, I returned the landing gear handle to down confign. The nose gear stayed green, and the handle remained red, but the main gear lights stayed dark. We noted and continued our departure. We decided to go to palmdale and hold as we assessed the situation. We completed the appropriate emergency and normal checklists. I called operations and conferred with maintenance regarding out situation. As we approached palmdale, approximately 10 mins into the flight, the left main gear became green. About 3 mins later, the right main gear became green. The handle light went out. We discussed the options and recycled the gear handle, believing possibly a sequencing problem. This time nothing happened. We immediately returned the gear handle to down and decided to return to bur for landing. We tested the gear warnings by bringing the throttles full back on final with and without full flaps. We got no aircraft confign or unsafe gear warnings and gear stayed 3 green with no red light. Landing and taxi in was made with no adverse consequence. Additional information; on aircraft's previous departure from white plains we had moderate rain, gusty winds and standing water on runway. During our turnaround and refueling at bur, maintenance and PIC did notice a large amount of water exit the nosewheel area. On taxi into bur, flight guidance computer #1 failed but reset with cycling of circuit breaker.

Title: A G4 FLC EXPERIENCES TROUBLE WITH THEIR LNDG GEAR ON DEP BUR, CA. THE NOSE GEAR FAILED TO RETRACT WITH SUBSEQUENT SPURIOUS SIGNALS EMANATING FROM THE MAIN GEAR. RETURN AND LAND TO BUR ACCOMPLISHED.

WE HEARD A STRANGE SILENCE, BUT FELT/HEARD SOME MOVEMENT. THE MAIN GEAR APPEARED TO RETRACT. AFTER ABOUT 1 MIN, I RETURNED THE LNDG GEAR HANDLE TO DOWN CONFIGN. THE NOSE GEAR STAYED GREEN, AND THE HANDLE REMAINED RED, BUT THE MAIN GEAR LIGHTS STAYED DARK. WE NOTED AND CONTINUED OUR DEP. WE DECIDED TO GO TO PALMDALE AND HOLD AS WE ASSESSED THE SIT. WE COMPLETED THE APPROPRIATE EMER AND NORMAL CHKLISTS. I CALLED OPS AND CONFERRED WITH MAINT REGARDING OUT SIT. AS WE APCHED PALMDALE, APPROX 10 MINS INTO THE FLT, THE L MAIN GEAR BECAME GREEN. ABOUT 3 MINS LATER, THE R MAIN GEAR BECAME GREEN. THE HANDLE LIGHT WENT OUT. WE DISCUSSED THE OPTIONS AND RECYCLED THE GEAR HANDLE, BELIEVING POSSIBLY A SEQUENCING PROB. THIS TIME NOTHING HAPPENED. WE IMMEDIATELY RETURNED THE GEAR HANDLE TO DOWN AND DECIDED TO RETURN TO BUR FOR LNDG. WE TESTED THE GEAR WARNINGS BY BRINGING THE THROTTLES FULL BACK ON FINAL WITH AND WITHOUT FULL FLAPS. WE GOT NO ACFT CONFIGN OR UNSAFE GEAR WARNINGS AND GEAR STAYED 3 GREEN WITH NO RED LIGHT. LNDG AND TAXI IN WAS MADE WITH NO ADVERSE CONSEQUENCE. ADDITIONAL INFO; ON ACFT'S PREVIOUS DEP FROM WHITE PLAINS WE HAD MODERATE RAIN, GUSTY WINDS AND STANDING WATER ON RWY. DURING OUR TURNAROUND AND REFUELING AT BUR, MAINT AND PIC DID NOTICE A LARGE AMOUNT OF WATER EXIT THE NOSEWHEEL AREA. ON TAXI INTO BUR, FLT GUIDANCE COMPUTER #1 FAILED BUT RESET WITH CYCLING OF CIRCUIT BREAKER.
