Narrative:

ILS identification incorrect. ILS to cur runway 11 identifier iato morse code for first letter is 4 dots (letter H) instead of 2 dots (letter I) this makes approach unusable for IFR because you cannot positively identification it. Tower says identification is unmonitored and did not seem concerned. We approached visually and approach appeared to be ok but it is not IFR legal. Callback conversation with reporter revealed the following information: captain confirmed that the first letter of the ILS identifier is being transmitted as '....' the letter 'H.' local airport and ATC officials are unconcerned and show no interest in correcting the problem.

LCL ARPT AND ATC OFFICIALS ARE UNCONCERNED AND SHOW NO INTEREST IN CORRECTING THE PROB.
