Narrative:

I coordinated a photo mission with approach supervisor. On the phone I advised the supervisor of the locations of my 3 photo missions. The first 2 were at 1500 ft MSL (900 ft AGL), the third was at 3000 ft MSL (2400 ft AGL). The supervisor informed me he was unable to approve the missions because of inbound traffic to dfw. I asked why, since the altitudes involved were 500 ft below the floor of the class B airspace (on the first 2). The third location was the floor of the class B. The supervisor informed me that 'I have told you guys that you cannot fly in this area except between XA00-XB00, then from XC15-XD00. The time of my call was XA15. I explained that the airspace involved was below the floor of the class B. His reply was that he did not want to talk to me except between the hours he stated. My reply was that in the event of safety, we were all better talking because everyone knew what was going on. I took his answer to mean he wanted no part of me if I did not coordinate the mission. I coordinated the flight. Flew the first 2 sites, the controller handed me off to grand prairie tower. After transitioning through their airspace, I went back to approach frequency and made a radio call. Traffic was heavy and I received no reply. I decided to fly my job at 2900 ft MSL, 100 ft below the floor of the class B and stay out of their airspace. My blind encoder must have squawked 3000 ft because they say I violated the class B airspace. My photography will verify my altitude during the mapping run. I believe this situation was caused because the supervisor and I failed to effectively communicate. I have been flying photography in dfw area for 10 yrs and have never had a problem before. There are a lot of new aerial photographers in the area and I believe the supervisor was lumping all of us together and decided he did not want to work with us in general. Maybe operating 100 ft below the floor of the class B airspace was not good judgement on my part, but it was not illegal. Callback conversation with reporter revealed the following information: the pilot was advised that action was being taken against him by dfw TRACON. The aerial mapping company has provided documentation showing the flown altitudes remained below class B airspace. It appears that dfw is unwilling to coordinate aerial mapping activities during peak workload periods and impose control of class east airspace near dfw.

Title: A C206 PLT WAS TOLD HE HAD ENTERED DFW CLASS B AIRSPACE WITHOUT A CLRNC.

Narrative: I COORDINATED A PHOTO MISSION WITH APCH SUPVR. ON THE PHONE I ADVISED THE SUPVR OF THE LOCATIONS OF MY 3 PHOTO MISSIONS. I ASKED WHY, SINCE THE ALTS INVOLVED WERE 500 FT BELOW THE FLOOR OF THE CLASS B AIRSPACE (ON THE FIRST 2). THE THIRD LOCATION WAS THE FLOOR OF THE CLASS B. THE SUPVR INFORMED ME THAT 'I HAVE TOLD YOU GUYS THAT YOU CANNOT FLY IN THIS AREA EXCEPT BTWN XA00-XB00, THEN FROM XC15-XD00. THE TIME OF MY CALL WAS XA15. I EXPLAINED THAT THE AIRSPACE INVOLVED WAS BELOW THE FLOOR OF THE CLASS B. HIS REPLY WAS THAT HE DID NOT WANT TO TALK TO ME EXCEPT BTWN THE HRS HE STATED. MY REPLY WAS THAT IN THE EVENT OF SAFETY, WE WERE ALL BETTER TALKING BECAUSE EVERYONE KNEW WHAT WAS GOING ON. I TOOK HIS ANSWER TO MEAN HE WANTED NO PART OF ME IF I DID NOT COORDINATE THE MISSION. I COORDINATED THE FLT. FLEW THE FIRST 2 SITES, THE CTLR HANDED ME OFF TO GRAND PRAIRIE TWR. AFTER TRANSITIONING THROUGH THEIR AIRSPACE, I WENT BACK TO APCH FREQ AND MADE A RADIO CALL. TFC WAS HVY AND I RECEIVED NO REPLY. I DECIDED TO FLY MY JOB AT 2900 FT MSL, 100 FT BELOW THE FLOOR OF THE CLASS B AND STAY OUT OF THEIR AIRSPACE. MY BLIND ENCODER MUST HAVE SQUAWKED 3000 FT BECAUSE THEY SAY I VIOLATED THE CLASS B AIRSPACE. MY PHOTOGRAPHY WILL VERIFY MY ALT DURING THE MAPPING RUN. I BELIEVE THIS SIT WAS CAUSED BECAUSE THE SUPVR AND I FAILED TO EFFECTIVELY COMMUNICATE. I HAVE BEEN FLYING PHOTOGRAPHY IN DFW AREA FOR 10 YRS AND HAVE NEVER HAD A PROB BEFORE. THERE ARE A LOT OF NEW AERIAL PHOTOGRAPHERS IN THE AREA AND I BELIEVE THE SUPVR WAS LUMPING ALL OF US TOGETHER AND DECIDED HE DID NOT WANT TO WORK WITH US IN GENERAL. MAYBE OPERATING 100 FT BELOW THE FLOOR OF THE CLASS B AIRSPACE WAS NOT GOOD JUDGEMENT ON MY PART, BUT IT WAS NOT ILLEGAL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE PLT WAS ADVISED THAT ACTION WAS BEING TAKEN AGAINST HIM BY DFW TRACON. THE AERIAL MAPPING COMPANY HAS PROVIDED DOCUMENTATION SHOWING THE FLOWN ALTS REMAINED BELOW CLASS B AIRSPACE. IT APPEARS THAT DFW IS UNWILLING TO COORDINATE AERIAL MAPPING ACTIVITIES DURING PEAK WORKLOAD PERIODS AND IMPOSE CTL OF CLASS E AIRSPACE NEAR DFW.
