Narrative:

I was taxiing out for departure at pir. I asked for my IFR clearance from center and understood that the controller said to pick it up airborne. The field had been IFR so I questioned departing, but looking around I thought it must have gone VFR (good visibility and a high looking ceiling). So I departed and called center. He gave me the clearance, but before handing me off he said that I need to pick up my clearance on the ground when it's IFR. I guess I knew better looking back, but also think that the center controllers are very overworked and things get confusing.
