The situation was that the controller said, you need a tight turn and speed 190 KTS when flying the SID westchester 9 off runway 16 at white plains. He explained that there is a conflict with lga traffic if you don't follow the SID. But the problem was that when the tower cleared us for takeoff, he said to fly runway heading. This clearance means to me that he wanted me to fly runway heading to avoid traffic in lieu of the SID. The controller seemed to be upset I flew runway heading and took a long time to make my turn. In fact, I had to ask the tower, when should I make my turn. In this situation, the tower should clarify and say, fly the SID, or do not fly the SID, fly runway heading.

Title: LTT TURBOJET PLT DEPARTING HPN ON A SID CLAIMS THE ATCT CTLR ISSUED A FLY RWY HDG CLRNC.

Narrative: THE SIT WAS THAT THE CTLR SAID, YOU NEED A TIGHT TURN AND SPD 190 KTS WHEN FLYING THE SID WESTCHESTER 9 OFF RWY 16 AT WHITE PLAINS. HE EXPLAINED THAT THERE IS A CONFLICT WITH LGA TFC IF YOU DON'T FOLLOW THE SID. BUT THE PROB WAS THAT WHEN THE TWR CLRED US FOR TKOF, HE SAID TO FLY RWY HDG. THIS CLRNC MEANS TO ME THAT HE WANTED ME TO FLY RWY HDG TO AVOID TFC IN LIEU OF THE SID. THE CTLR SEEMED TO BE UPSET I FLEW RWY HDG AND TOOK A LONG TIME TO MAKE MY TURN. IN FACT, I HAD TO ASK THE TWR, WHEN SHOULD I MAKE MY TURN. IN THIS SIT, THE TWR SHOULD CLARIFY AND SAY, FLY THE SID, OR DO NOT FLY THE SID, FLY RWY HDG.
